The petitioner through instant petition under Articles 226/227 of the Constitution of India is seeking direction to respondent Nos.2 to 4 to complete inquiry initiated against Dr. Harveen Kaur, Senior Veterinary Officer, Civil Veterinary Hospital, Moga; Dr. Jaswant Singh, Veterinary Officer, Civil Veterinary Hospital, Sande Hasham, District Ferozepur and Mr. Hoshiar Singh in a time bound manner.

The petitioner is a Kisan Union. This is second round of litigation. On the earlier occasion, Kisan Union filed CWP No.19642 of 2021 seeking direction to official respondents to conduct departmental inquiry and initiate appropriate proceedings against erring officials. The said petition was disposed of vide order dated 15.07.2024 observing that there is substance in the allegations of the Kisan Union. The office of Director, Bureau of Investigation should inquire into alleged incident of fire in relation to H.S. & F.M.D vaccines in the office of Deputy Director, Animal Husbandry Department, Ferozepur. Pursuant to aforesaid order, an FIR No.35 dated 18.03.2025 under Sections 427, 466, 474 and 120-B of Indian MOHIT KUMAR 2026.04.16 16:10 I attest to the accuracy and integrity of this order/judgment.

CWP-4671-2026 (O&M) -2Penal Code, 1860 was registered at Police Station Sadar, Ferozepur. The departmental proceedings were initiated against officials which included Dr. Harveen Kaur who is going to retire on 31.10.2026. 3.

By order dated 16.02.2026, the State Government was directed to apprise the Court about the status of disciplinary proceedings initiated against Dr. Harveen Kaur and Dr. Jaswant Singh. 4.

Learned counsel for the petitioner submits that it is factually correct that departmental proceedings have been initiated, however, respondents may be directed to conclude the same within a particular period. 5.

Learned State counsel submits that investigating agency has found Dr. Harveen Kaur innocent and police report has been presented against others. The inquiry is underway against all the officials. For the said purpose, Mr. B.R. Bansal, Retired Additional District & Sessions Judge has been appointed. The moment report is received from inquiry officer, the departmental proceedings would be concluded in accordance with law. 6.

In the wake of statement of learned State counsel, the petition stands disposed of.

This Court is sanguine that Authorities would conclude the proceedings expeditiously and preferably within the period as contemplated in different judgments of this Court.
