(ORAL) By way of present writ petition filed under Article 226/227 of the Constitution of India, petitioner prays for issuance of a writ in the nature of mandamus directing the respondents to issue appointment letter to the petitioner for the post of Trained Welder as per merit list dated 10th of January, 2018.

Short reply by way of affidavit of Parveen Kumar, General, Manager, Pepsu Road Transport Corporation, Kapurthala has been filed today in Court. The same is taken on record. 3.

Counsel for the petitioner would not dispute that the right of the petitioner as canvassed in the writ petition stems-out from the advertisement (Annexure P-1) which has been issued by a private service provider i.e. M/s S.S. Keeping in view that the M/s S.S. Services Providers is neither a public authority nor has been impleaded in the arraign of parties no relief as claimed by the petitioner can be granted. Consequently, the present writ petition is dismissed.

However, the petitioner shall be at liberty to invoke alternate remedy against M/s S.S. Services Providers in accordance with law. 6.

At the same time this Court cannot lose sight of the fact that M/s S.S. Services Providers has used the name of PRTC to fleece unemployed youth, Managing Director PRTC should file an affidavit before this Court to show what action has been taken against M/s S.S. Services Providers, within two weeks.
