The petition has been filed, inter alia, seeking a writ of mandamus directing the respondents to grant the petitioners' pay scale of ₹1640-2900 instead of ₹1600-2600 on account of second higher standard pay scale on completion of twenty years of service, for Masters cadre. 2.

Learned State counsel contends that the government decided to give higher standard pay scale to employees w.e.f. 1.1.1994, as per instructions dated 8.2.1994. The scales were to be given on the basis of functional pay scale of the post, without taking into consideration personal pay that the employees might be getting on account of higher qualification etc. The petitioners were given higher standard pay scale based on their functional pay. Accordingly, their claim for grant of higher pay scale on account of higher qualification is not admissible. 3.
