K.K. Monga v. Haryana State Through The Secy. To Govt. And ORS.
IN THE HIGH COURT OF PUNJAB AND HARYANA AT CHANDIGARH
CWP-3054-1998 (O&M) Date of decision: May 10, 2022 K.K.Monga, Assistant ..Petitioner versus State of Haryana and others ..Respondents CORAM: HON'BLE MR. JUSTICE ARUN MONGA
Present:
Mr. Himmat Singh Sidhu, Advocate for Mr. B.S.Patwalia, Advocate, For the petitioner.
Mr. R.D. Sharma, DAG, Haryana.
***** ARUN MONGA, J. (ORAL) Petition herein, inter alia, is for issuance of a writ in the nature of certiorari to quash the orders dated 20.02.1998 (Annexures P-9 to P-11) whereby the ACRs of the petitioner for the years 1989-90, 1991-92 and 1994-95 have been downgraded from 'Good' to 'Average'.
2.
Petition was filed in the year 1998 and has been lying admitted ever since. When called out for hearing, learned counsel is unable to assist the Court for lack of instructions. Learned counsel appearing on behalf of the petitioner states that despite attempts, his office could not contact the petitioner. 3.
It seems that by sheer effluxion of time and pendency of the writ petition for more than 23 years before this Court, it has been rendered infructuous and/or the petitioner seems to have lost interest in pursuing the same. 4.
Be that as it may, writ petition is disposed of with liberty to the petitioner to file an appropriate application in case any cause of action still survives.
