Petitioner joined Irrigation Department,Punjab on 29.1.1964 as Junior Engineer. He filed instant writ petition seeking a direction to official respondents to promote him as SDO out of Backward Class quota w.e.f. 1982 or in the alternative w.e.f. 6.11.1996 when respondent no.4,also belonging to backward class and allegedly junior to the petitioner was promoted as SDO by superseding the petitioner. Consequential reliefs including increments, seniority etc., had also been claimed. Upon notice, official respondents initially filed written statement contesting the claim of the petitioner. Vide order dated 19.9.2000 the writ petition was admitted.
