Learned senior counsel appearing on behalf of respondent No.3, on instructions, states that the impugned order dated 27.08.1998 (Annexure P-6) passed by the Commissioner, Hisar Division, Hisar and the order dated 30.12.1997 (Annexure P-4) passed by the Collector, Narwana, be set aside. However, liberty be granted to respondent No.3 - Nagar Palika Uchana - to proceed, in accordance with law.

In view of the statement made by the learned senior counsel for respondent No.3, the impugned orders dated 27.08.1998 (Annexure P-6) and 30.12.1997 (Annexure P-4) are set aside.
