(Oral) This is a second petition under Section 439 Cr.P.C. for grant of bail to the petitioner in FIR No. 34 dated 22.04.2016 under Section 396 IPC registered at Police Station Bullowal, District Hoshiarpur. On a pointed query put to the learned counsel as to what was the material change of circumstances subsequent to the withdrawal of the previous petition for bail, the learned counsel has failed to satisfy this court qua the same. Moreover, as apprised by the learned State counsel the petitioner is a man of criminal antecedents inasmuch as there are 04 criminal cases pending against him while he stands convicted in 08 other criminal cases.
In view of the above, this court is not inclined to extend the RUPINDER KAUR 2021.04.01 16:03 I attest to the accuracy and integrity of this document concession of bail to the petitioner.

However, since the petitioner is in custody for almost 05 years, the learned trial court concerned would endeavour to expedite the trial and conclude the same preferably within 08 months from the date of receipt of a certified copy of this order.
