Petitioner herein is complainant in complaint titled as "Kailash Chand v. Rajesh Kumar". The short grievance of the petitioner is that accused in the complaint case under Section 138 of the Negotiable Instruments Act, 1881 has already been declared as proclaimed offender but he has not been arrested, though he is available at the address given. Learned counsel for the petitioner contended that for redressal of his grievance, petitioner made a representation dated 23.08.2016 (Annexure P3) to Superintendent of Police, Narnaul, but the same still remained pending adjudication.
