*** This petition for regular bail has been filed by petitioner Kulwant Singh, an accused in F.I.R. No. 65 dated 26.6.2017 for offences under Sections 420/465/467/468/471/120-B IPC registered with Police Station Fatehgarh Panjtoor, District Moga.

Briefly stated that facts of the case as per prosecution story are that criminal machinery in this case was set into motion by complainant Ravinder Singh, who had submitted a written complaint to the police on 23.2.2017 alleging therein that he along with his father Sh. Jagjit Singh were known to Kikkar Singh, a pathi at Gurudwara. Kikkar Singh had offered to get complainant recruited in the police on payment of Rs. 3 lacs. The father of complainant Sh. Jagjit Singh had accepted the offer and paid Rs.30,000/- to Kikkar Singh supplying him requisite documents. On 18.2.2017, another sum of Rs.2,70,000/- was paid to Kikkar Singh.

Subsequently Kikkar Singh introduced the complainant with Hardeep Singh, who gave a letter to the complainant intimating that he had been recruited in the Punjab Police but that letter was found to be fake. Accused Hardip Singh @ Kulwant Singh was arrested in this case. He had moved an application for regular bail to the Court of Sessions which was assigned to Additional Sessions Judge, Moga, who dismissed the same vide order dated 11.4.2018. Therefore, he has approached this Court. The petition is being resisted by the State counsel. I have heard learned counsel for the petitioner and learned State counsel besides going through the record.

Learned counsel for the petitioner submitted that petitioner is a poor labourer and it is not believable that he could get somebody recruited in the police using his connections or influence and he has been wrongly involved in this case, therefore, he be granted regular bail. Whereas learned State counsel has submitted that the petitioner in connivance with Kikkar Singh had fleece the complainant for a substantial amount of Rs. 3 lacs and does not deserve any sympathy.

After hearing the rival contentions, I find that there is scarcity of jobs especially government jobs in the State of Punjab and it is very difficult to get employment. No wonder people tend to try every method to get employment in the process falling victim of wily persons who work out to extract money from the innocent people giving them allurement of finding government jobs. The instant case happens to be an example of such tricks used by such cunning people. Though as per prosecution story petitioner himself had not received any money and money was received by

Kikkar Singh but the very fact that he handed over a fake appointment letter. His conduct goes to show that he had been hand in glove with Kikkar Singh. If granted bail there is every likelihood of his indulging in similar activities again and cheating innocent people. Thus, I do not find it a fit case to grant regular bail to the petitioner, therefore, the petition stands dismissed. (H.S.
