Heard.

This is application seeking pre-arrest bail to petitioner Veerpal Kaur in case bearing FIR No.698 dated 21.11.2016 registered for the offences punishable under Sections 420, 467, 468, 471 and 120-B of Indian Penal Code at Police Station Rattia, District Fatehabad. The allegation against the petitioner is that she had forged 8th class certificate for her nomination for the post of Sarpanch. In fact, she had passed only 4th class from G.C. H. Nagpur. On verification, migration certificate was found forged having forged signature of Ajay Pal Principal and Sharwan Kumar, District Inspector, Merrut. Thereafter, she was suspended from the post of Sarpanch.

Earlier petitioner has moved petition bearing CRM No.M-2799 of 2017 which was withdrawn by her counsel on 03.05.2017 after Sachin Mehta 2017.07.07 09:47 I attest to the accuracy and authenticity of this document HIGH COURT, CHANDIGARH

CRM-M-16124-2017 -2addressing arguments for some time and this application was moved on 04.05.2017 by changing the counsel.

Learned counsel for the petitioner has not been able to make out change of circumstances after 03.05.2017, which led the filing of this petition on the next day after dismissal of earlier petition seeking similar relief. Custodial interrogation of the petitioner is required to verify the allegations levelled against her relating to forging of migration/educational certificate and signatures of Principal and District Inspector, Merrut. Keeping in view the serious nature of offence, I find no reason to extend the discretionary relief of pre-arrest bail to the petitioner. This petition has no merits. Dismissed.
