Learned State counsel has filed reply by way of affidavit of Satish Kumar Gupta, Chief Engineer (Headquarter), Punjab, PWD (B&R) Branch, Patiala. Referring to para 3 thereof, she submits that matter is pending for active consideration with the Chief Secretary, Punjab.
