The prayer in the present writ petition is for grant of interest to the petitioner, who retired as Superintendent (H&Q) on 31.10.1999, for the delayed payment of pensionary benefits, made in the months of February and April, 2000.

Learned State counsel while relying on the written statement submits that the delay cannot be attributed to the respondents, as in accordance with Punjab C.S.R. Vol. II Rule 9.5, a retiree is required to submit the necessary documents 8 months preceding his retirement, however, the same was done much later by the petitioner i.e. on 30.07.1999, only 3 months before his superannuation and further that since the promotion was made only 6 days prior thereto, seeking of issuance for revised pay deferred the disbursement of retiral benefits, which were released immediately thereupon. 3.
