Learned counsel would contend that the petitioner was an aspirant to the appointment for the post of Punjabi Master, pursuant to the advertisement dated 10.09.2017, in the SC (M&B) category and as per the list of selected candidates, he was shown at No.1, still he has not been offered appointment. As per the notification dated 12.10.2020, Annexure P-9, issued by Government of Punjab, Department of School Education, whereby the notification of NCTE dated 31.08.2016 has been adopted, as per which, the Education Providers/Volunteers appointed prior to 23.08.2010 are exempted from acquiring the requisite qualification of TET, which is applicable to the case of the petitioner, being a volunteer of Shiksha Volunteer, having been appointed on 04.11.2009, Annexure P-1.
