ARUN MONGA, J. (ORAL) Matter was taken up for hearing on 18.01.2023, when Mr. Satinder Pal Singh, Advocate appeared out of professional courtesy and submitted that Mr. P.S. Bindra, Advocate, who had filed this appeal, has since expired while order sheet reflected that Mr. P.S.Bajwa, Advocate appeared on behalf of appellant on one of the dates, who has since accepted the assignment of Additional Advocate General, Punjab. In the premise, notice was ordered to be issued to appellants for today to enable them to make alternative arrangement.

On resumed hearing, office report reveals that notice issued to appellants has been received back unserved for want of complete address. In the aforesaid premise, issuance of fresh notice to appellants would be an exercise in futility for lack of correct particulars of their addresses. It seems that due to sheer long pendency of the appeal before this Court over a period of around 29 years, parties to lis have lost interest as none appears for either side.
