Learned counsel for HPSC states that the basis of grant of horizontal reservation in categories, being Instructions in that regard, have been upheld by the Division Bench in Balwan Singh and another vs. State of Haryana and others , 2021 (4) S.C.T. 271, in wake of it, the challenge to the Advertisement providing the same is not sustainable and moreover, the recommendations in terms thereof, have already been made. 2.

Learned counsel for the petitioner despite best efforts having not been able to refute the aforesaid, the present petition is disposed of accordingly.
