The petition has been filed, inter alia, seeking a writ of mandamus directing the second respondent to cancel the order of cadre change qua the petitioner, dated 21.9.2023, Annexure P-3, vide which the petitioner was allotted District Panchkula, as he has participated voluntarily but due to changed circumstances, now he does not want to participate in further process.

At the outset, learned counsel for the petitioner contends that the petitioner will be satisfied in case the second respondent is directed to consider and decide his pending representation, Annexure P-7, in a specified time.
