This is the petitioner's third attempt to get the pre-arrest bail in a criminal case arising from FIR No.31, dated 02.05.2016, registered under Section 420, 468, 471 and120-B IPC at Police Station Bhadson, District Patiala.

While dismissing the second petition for grant of pre-arrest bail to the co-accused, namely Charanjit Singh, on 01.10.2020, this Court directed the State of Punjab to explore the possibility of constituting a Special Investigating Team under the Chairmanship of senior IPS officer to go into the root of the matter. There are serious allegations including the Shamlat land as well as the government's land in an unauthorized colony. 3.

The learned counsel representing the petitioner contends that the colony has now been approved. The petitioner owes an explanation as to how he evaded arrest for the last seven years. 4.

Criminal Misc. No. M-12955 of 2022 petitioner has submitted that he was involved in the 'Kisan Andolan'. 5.

The Kisan Andolan only continued for a period of one year. There was no prohibition in arresting the accused only because he has actively participated in the Kisan Andolan.

Hence, no ground to grant the pre-arrest bail to the petitioner, is made out. Consequently, the present petition is dismissed. (Anil Kshetarpal) Judge March 29, 2022 "DK"
