Present writ petition has been filed by the petitioner seeking direction for quashing the order dated 04.07.1997 (Annexure P-6) whereby the representation dated 06.06.1997(Annexure P-5) of the petitioner, to grant second time bound promotion has been rejected.

Mr. Ankit Chowdhri, Advocate, puts in appearance on behalf of respondents No.1 & 2 and files his memorandum of appearance in Court today, which is taken on record, subject to all just exceptions. Office is directed to tag the same at appropriate place.
Counsel for respondents No.1 & 2 submits that the present writ petition is liable to be dismissed, as the order dated 04.07.1997 passed by respondent No.2-The Executive Engineer, PSEB Division Banga, District Jalandhar, whereby, representation dated 06.06.1997 (Annexure P-5) submitted by petitioner has been rejected, is good worth to sustain as per law. 3.
There is no representation on behalf of the petitioner, despite having been informed by the Registry.

Dispute appears to be very old and this Court is not in a position to adjudge; whether any substantial cause still survives or not warranting its adjudication. Without there being any assistance by the petitioner, Court is left with no other option, except to dispose of the present writ petition for want of prosecution.

However, liberty is granted to the petitioner to move an appropriate application for seeking revival of the present writ petition, within eight weeks from today, in case, any substantive issue still exists along with a cause of action to the petitioner.
