(ORAL) Learned counsel for the petitioner prays for the withdrawal of the petition in order to file a representation at the first instance for redressal of his grievances and has also prayed that appropriate direction may be issued to decide the said representation expeditiously. On his request, without going into the merits of the case, the present petition is dismissed as withdrawn with liberty to file the representation before the competent authority.

In case any such representation is filed by the petitioner within a period of seven days, the competent authority, to whom the representation is to be filed, shall decide the same as early as possible but preferably within a period of 15 days thereafter.
