There is no representation from the side of petitioner as well as the State of Punjab and taking into consideration the facts of the case, as detailed in the petition, the matter in controversy is restricted to the point that petitioner has already made representation (Annexure P1) before the Inspector General of Police, District Punjab Police, Mansa through the Superintendent, District Jail, Mansa vide letter dated 21.12.2018 and the same is pending for consideration before the competent authority.
