It cannot be taken up as the Presiding Officer is stated to have been placed under suspension and the matter thereafter had been adjourned repeatedly on this ground. He submits that the Appellate Court be directed to decide the case expeditiously.

The petition is disposed of with a direction to the Appellate Court to decide the appeal expeditiously and preferably within period of six months. In the event of non-availability of the Presiding Officer, the District Judge would assign the appeal to another officer.
