For the purposes of enabling the authorities to do so, the petitioner has to file a copy of the petition alongwith today's order before the respondent>authorities who may thereafter proceed to consider and decide the representation of the petitioner expeditiously in accordance with law. It is made clear that this Court has not expressed any opinion on the merits of the case.
