The present petition has been filed under Article 226/227 of the Constitution of India for issuance of a writ in the nature of mandamus hence directing respondents No. 2 and 3 to give protection to the life and liberty of the petitioner, and also against any interference in the peaceful life of the petitioner being made at the behest of the private respondent. 2.
The learned State Counsel, does not have any objection, to an order being made by this Court to the respondents concerned, to look into and decide through a speaking order, representation Annexure P-1. 3.
However, on a perusal of the relevant paragraph, as carried in Annexure P-1, portion whereof becomes extracted hereinafter, it appears that the life endangering threats, as made upon the petitioner, at the instance of the respondent concerned, may become potentialised, as the hardcore criminality of the respondent concerned, is underlined thereins. "That a number of times, the above accused threatened the applicant that he will implicate the applicant in a recent case GURPREET SINGH 2022.04.08 10:25 I attest to the accuracy and authenticity of this document Chandigarh which has been lodged against the accused and it is noteworthy
CRWP No. 3192 of 2022 -2to mention that he is a hard-core criminal and is involved in more than 25 cases and most of the cases are cow slaughter cases against him and on 19.2.2022, above accused/Salim threatened the complainant that he will implicate the applicant in all 25 cases by making statement against the applicant in case his demand of the money is not fulfilled."

Consequently, the present petition is disposed of with a direction to the respondents concerned, to make a decision in accordance with law, and, pass a speaking order upon the representation (Annexure P-1) within three weeks from today.

However, the respondents concerned, while making a speaking order upon the representation, shall bear in mind, the above extracted paragraph, as carried in Annexure P-1. The respondents concerned are also directed to make a thorough enquiry thereinto, and, if thereafter it is unveiled that the respondent concerned is a hard-core criminal, hence to definitely ensure that the life, and, property of the petitioner is protected, through deployment of adequate police protection to him.
