Prayer in the present petition is for issuance of a writ in the nature of mandamus directing the respondent-department to promote the petitioner to the post of Post Graduate Teacher (PGT) English with effect from 08.01.2021, the date of the promotion of Junior Trained Graduate Teachers (TGT) with all the consequential benefits and to decide the representation dated 14.11.2022 (Annexure P-4). Learned counsel for the petitioner submits that the petitioner joined on the post of JBT Teacher on 03.07.2001 and promoted to the post of TGT English on 17.07.2018; that the petitioner is doing his duty with utmost due care and without any kind of negligence and that no complaint is pending or decided against the petitioner, even then many TGT (Social Studies ) and (TGT) English, juniors to the petitioner, have been promoted to the post of PGT in the subject with immediate effect from 08.01.2021 (notionally).
