ARUN MONGA, J. (ORAL) Matter was taken up for hearing on 25.01.2023, when learned counsel appeared and submitted that Shri R. K. Verma, who filed instant appeal had expired. Registry was asked to issue notice to appellant. Needful has been done.

Office report reveals that appellant has died. Since legal heirs of appellant have not taken any steps to implead themselves, it appears that by sheer effluxion of time, since the appeal has been pending for the past almost 28 years, they have lost interest to pursue the appeal. In the premise, instant appeal is dismissed for nonprosecution with liberty to file an application for revival, in case any legal heirs wish to do so at later stage.
