is praying for issuance of a writ in the nature of mandamus directing respondent No.1 to decide the mercy appeal dated 28.04.2025 (Annexure P-10), which is pending before the competent authority. It has further been prayed for quashing the departmental enquiry dated 09.04.2002 (Annexure P-1) and punishment order dated 25.06.2002 (Annexure P-2), vide which the petitioner has been given punishment of stoppage of 05 annual increments with permanent effect as well as quashing of another departmental enquiry dated 13.01.2009 (Annexure P-3) and punishment order dated 29.05.2009 (Annexure P-4) vide which punishment of stoppage of 01 annual increment with permanent effect was awarded to the petitioner.

The only contention raised by learned counsel for the petitioner is that the petitioner has filed the mercy appeal on DIWAKER GULATI 2026.03.12 16:25 I attest to the accuracy and integrity of this document -1-
28.04.2025 (Annexure P-10) and almost one year has elapsed, but no decision has been taken by the competent authority. Learned counsel for the petitioner, on instructions from the petitioner, submits that he will be satisfied, if a direction is given to respondent No.1 to decide the abovesaid mercy appeal dated 28.04.2025 (Annexure P-10) filed by the petitioner in a time-bound manner.
