This petition has been filed under Section 482 Cr.P.C. for directing respondents No.1 to 4 to take appropriate legal action on FIR No.343 dated 3.4.2016 (Annexure-P.1) registered for the offences under Sections 476, 468, 471, 420 and 120-B IPC at Police Station City Karnal, Karnal submitted by the petitioner and further to direct respondent No.2 to transfer the present matter to any other competent investigating agency such as Crime Branch or Central Bureau of Investigation as it is apparent that the present Investigating Officers are colluding with the accused resulting of which that they are unnecessary stalling the proceedings without any cogent reason.

Cr. Misc. No.M-27009 of 2016 [2] Mr. Vikas Chopra, learned Deputy Advocate General, Haryana has put in appearance on behalf of the respondent-State and contested this criminal writ petition.

I have heard learned counsel for the petitioner and learned Deputy Advocate General, Haryana appearing for the respondent-State and have gone through the record.

At the time of arguments, learned State counsel argued that in this case the hand-writings etc. have been sent to FSL and no report has been received so far which is awaited.

A perusal of the record shows that as FSL report has not been received, therefore, further investigation will be conducted only after receiving the FSL report and then final report will be submitted. After haring the learned counsel for the petitioner, no ground is made out for transfer of investigation of this FIR. However, the Investigating Officer of this case is directed to expedite the investigation and submit the final report expeditiously.

With these directions, this petition is disposed of. October 22, 2016.
