Prayer made in the present petition is for quashing the impugned letter dated 22.07.2003, Annexure P-7, vide which the claim of the petitioner for his reallocation as Excise & Taxation Officer was rejected. 2.

Learned State counsel makes a reference to the preliminary submission No.1 of the written statement to state that there was absolutely no scope for reallocation at a later stage under any circumstances. In absence of Rules, the respondent-State had issued specific instructions on 19.11.1992 prohibiting any reallocation as the same was to be done strictly on the basis of individual merit in the combined competitive examination for PCS (Executive and Allied Services).

Mr. Sharma pleads no instructions in the matter as he has not been able to establish contact with his client.

Disposed of, reserving the petitioner with a liberty to get it revived, in case lis still subsists.
