Mr. Maninderjit Singh Bedi, learned Advocate General, Punjab has placed on record a copy of Memo No.1162-1168/Unapproved colonies, dated 17.11.2025. Copy has been supplied to the counsel for the petitioner(s). The relevant extract of the memorandum reads as under:- "PSPCL being a commercial organization and having obligation to ensure electricity supply, the matter has been considered by the competent authority and it has been decided to issue following instructions in this regard:- 1.

Electricity supply connection under relevant tariff category to the applicant of unapproved/unauthorized colonies shall be released as per the applicable provisions of Supply Code-2024 subject to furnishing of an undertaking by the applicant that his electric connection is liable to be disconnected, if the premises is subsequently declared illegal or unauthorized by the State Govt. or any appropriate authority.

An amount equal to Service Connection Charges as security to cover dismantlement charges shall be paid by such applicant in addition to all the normal applicable charges payable as per Supply Code-2024 approved by the Commission. However, at the time of dismantlement surplus amount, if any, would be refundable.

All other terms and conditions as applicable to relevant tariff category of consumers shall also be applicable

Further the earlier issued instructions vide memo no. 304-310 dated 17.03.2023 are hereby superseded. Meticulous compliance of these instructions must be ensured. This Issues with the approval of competent authority."

In view of the above memorandum, learned Advocate General, Punjab states that applications for grant of temporary/permanent electric connection, wherever submitted, shall be processed within a period of one month from today.

In view of the above development, all the writ petitions are disposed of.

4.

As the main cases have been decided, miscellaneous applications are disposed of.
