The petitioner is desirous of seeking admission to Post Graduate Courses of MS (General Surgery) under the institution preferred category in Adesh University, Bathinda. Grievance raised is that the petitioner is not being permitted to participate in the second counselling by the Nodal University/respondent No.3 on account of having not participated in the first counselling for grant of admissions to the seats under the State quota including the institutional preferences.
