The instant petition has been filed seeking issuance of directions to official respondents to protect his life and liberty as he apprehends threat to the same at the hands of the private respondents.

The dispute appears to be arising out of drainage of waste water, which according to the petitioner is being discharged by the private respondents towards the house of the petitioner.

The State has already filed its reply. Para No.4 of reply dated 10.10.2022 reads as follows:
"4. That on the basis of said application, enquiry was conducted by ASI Sukhdev Raj and during enquiry it was found that one sewerage line (Nali) was constructed by the Municipal Council PANKAJ KAKKAR 2023.01.12 16:02 I attest to the accuracy and authenticity of this document
( 2 ) CRWP-3780-2022 (O&M) Mamdot, many years ago and private respondents have no concern or connection whatsoever with the same. Dirty water of the house of the petitioner also flows in said Nali. During enquiry all the allegations levelled by the petitioner against private respondents were found to be false. It was also found that wife of petitioner was old aged and was suffering from health problems and she was died natural death. It was also found that two sons of petitioner was already died. During enquiry it was also found that there is no apprehension to the life and liberty of the petitioner. After completion of enquiry, application was consigned in record room."

In view of the aforestated position, this Court does not find any ground for issuance of any directions as regards security of the petitioner as the State has categorically stated that during inquiry it has been found that there is no apprehension of any kind to life and liberty of the petitioner. 5.
However, the petitioner would be at liberty to take up the matter with the Executive Officer, Nagar Panchayat/Environment Engineer concerned so as to seek redressal of his grievances pertaining to the alleged discharge of dirty water towards his house. In case, it is found that some dirty water is being discharged towards the house of the petitioner, the authorities concerned shall take necessary steps for either realigning the drain or any other step as may be possible for redressing the grievances of the petitioner. 6.
