The petitioner through instant petition under Articles 226/227 of the Constitution of India is seeking setting aside of order dated 29.04.2024 whereby respondent has kept in abeyance the matter regarding permission to impart training to drivers of vehicles carrying hazardous goods. It is further seeking directions to respondents to consider its application dated 28.06.2016.

The petitioner, a proprietorship concern having an Engineering College, possesses requisite infrastructure and qualified staff as pre-scribed under Central Motor Vehicles Rules, 1989 (for short '1989 Rules') for imparting specialized training. It filed application in 2016 seeking permission to impart training to drivers of vehicles carrying hazardous goods. It filed CWP-14193-2023 seeking direction to respondent to decide the matter. CWP-7656-2026 -2petition, passed impugned order holding that matter is under consideration, thus, application is kept in abeyance. A period of almost 10 years has passed away but respondent has not decided the matter. In the neighbouring States, permission has been granted as per 1989 Rules. Residents of Punjab are forced to take training from neighbouring States. 3.

Learned State counsel, on instructions from Mr. Manmeet Singh Bhattal, Joint State Transport Commissioner, Punjab, submits that the matter with respect to issue involved herein is under consideration and an appropriate policy would be framed within three months from today and accordingly, petitioner's grievance would be addressed. 4.

Learned counsel for the petitioner agrees to the aforesaid arrangement.
