Father of the petitioner who was working in the Cooperative Societies, Khamanon, District Fatehgarh Sahib, died on 28.04.2010. Petitioner applied for appointment on compassionate grounds in view of the fact that his father had died in harness. However, his case was rejected vide order dated November 01, 2011 on the ground that same was not covered under the Instructions issued by Punjab Govt. Personnel Department. Relevant part of the order reads as under:- "This is with reference to your application dated 15.07.2010 on the subject cited above. After consideration you are informed that this case does not covers under the instructions issued by the Punjab Govt. Personnel Department for providing employment on compassionate ground. Therefore, employment cannot be provided to you in the department on compassionate ground."
Petitioner kept silent thereafter for more than six years. Thereafter, he moved another application on similar grounds. He was informed vide letter Annexure P-5 that his case was already rejected vide AJAY KUMAR 2019.04.11 14:56 I attest to the accuracy and authenticity of this document
CWP No. 9497 of 2019 memo dated 01.11.2011. Petitioner has now preferred instant petition challenging the order. The court does not find any ground to interfere. The matter suffers from serious laches. Mere fact that another communication has been sent to the petitioner by the concerned authority would not condone the delay.
Admittedly, the admissible dues on death of father of petitioner were paid to his mother.
In view of above, there is not merit in the petition. Same is hereby dismissed.
