The Rule Appendix-B to Rule 7 in the Administrative Cadre (12 to 22) was challenged by the petitioners, whereby the experience was to be counted only after acquiring the minimum educational qualification, i.e M.Sc. in Agriculture, and previous experience prior to acquiring the education qualification was to be ignored.

The petitioners had applied for the post of Deputy Director, Agriculture to be filled by direct recruitment and through interviews and prayed that their entire experience should be counted. The writ-petition was preferred in the year 2004 and we are informed that the petitioners have NEETU RANI 2025.05.26 13:58 I attest to the accuracy and authenticity of this order/judgment PHHC, CHD

CWP No.8913 of 2004 (O&M) -2attained superannuation. The post was of direct recruitment and therefore, the issue raised in the present writ-petition has become purely academic by afflux of time. Therefore, we find that no relief can be granted to the petitioners and the writ-petition having become otiose is, accordingly, dismissed.
