This is second writ petition for the same grievance. On the earlier occasion the petitioner preferred CWP-28331-2022 before this Court which was withdrawn without liberty.

The order dated 05.01.2024 passed in CWP-28331-2022 is reproduced as below:

"Learned counsel for the petitioner, at the outset, seeks permission to withdraw the present petition. Dismissed as withdrawn."

On being confronted with aforesaid order, Mr. Baljeet Singh Sidhu, Advocate expressed in his inability to convert the fact that the second writ petition in the absence of liberty is not maintainable. 4.

Dismissed as not maintainable.
