The present writ petition has been filed under Article 226/227 of the Constitution of India with a prayer for issuance of an appropriate writ or order in the nature of mandamus directing the respondents to grant the 23 year promotional scale to the petitioner along with due interest @ 12% from the date the promotional scale became due i.e. 15.07.2002. Further praying for issuance of a writ in the nature of certiorari for quashing the speaking order dated 01.04.2021 (Annexure P-5) vide which the claim of petitioner has been rejected and for quashing the circular dated 01.10.2018 (Annexure P-7) to the extent that it has been made applicable prospective in nature. Before commencement of the arguments, learned counsel for the parties are ad idem that similar issue has been decided by this Court in CWP-28852-2017 and connected matters, Roshan Lal Versus Punjab State Power Corporation Limited and others, decided on 30.10.2025 and the present petition may be disposed of in terms of the said judgment. 3.

In view of the above statement made by learned counsel for the parties, the present petition is disposed of in terms of Roshan Lal's case (supra).

The Chief Secretary to the Government of Punjab is directed to file an affidavit of a responsible officer in the Registry of this Court, within a period of two weeks, with respect to complete and specific particulars of the Empowered Committee constituted by the Government of Punjab vide letter dated 16.04.2025, including: (i) the total number of cases taken up by the said Committee; (ii) the number of meetings convened by it; and (iii) the number of cases decided/disposed of till date. 5.
