ARUN MONGA, J. (ORAL) Matter was taken up for hearing on 29.03.2023, when none appeared for the parties and being an old matter, Registry was asked to issue notice to the parties as well as their respective counsels. Needful has been done.

Office report reveals that appellants as well as their counsel has been served, yet none appears. Appellant Jawahar Singh died during the pendency of instant proceedings and his legal heirs were impleaded as party vide order dated 27.07.2009. It appears that by sheer effluxion of time since the matter is pending for the last more than 25 years, appellants have lost interest in pursuing the appeal.
