A perusal of the paper book reveals that the averments made in the instant writ petition involve disputed questions of fact, which would require leading of evidence, which is not possible in the instant proceedings before this Court ccordingly, the present writ petition is dismissed, however, leaving it open to the petitioners to avail their other civil remedies (if so advised), in accordance with law.

5.1 It is made clear that the objection regarding delay/limitation is kept open to be adjudicated in appropriate proceedings, if initiated at the instance of the petitioners.
