Prayer in this writ petition filed under Articles 226/227 of the Constitution of India, is for issuance of a writ in the nature of mandamus, directing the respondents to regularize the services of the petitioner on the post of Assistant Lineman in the light of policy decision dated 29.07.2011 (Annexure P-14) and Notification dated 17.01.2012 (Annexure P-15) without insisting on the condition of continuous/continued service of 10 years as on 10.04.2006, in the light of the judgment passed by the Hon'ble Apex Court in case titled as "Jaggo vs Union of India and others", 2024 SCC Online SC 3826 and in the light of the judgment passed by this Court in case bearing CWP
No.4436 of 2026 titled as "Poonam and another vs State of Haryana and others" decide on 13.02.2026 (Annexure P-20), alongwith all consequential benefits.

Learned Senior counsel for the petitioner submits that he would be satisfied if the representation dated 14.01.2026 (Annexure P19) of the petitioner is decided by respondent No.2 by passing a speaking order in a time bound manner.

Learned State counsel as well as learned counsel for respondents No.2 to 5, appearing on advance notice, submits that they have no objection, in case a direction is issued to the respondent No.2 for time-bound consideration and decision of the representation dated 14.01.2026 (Annexure P-19) of the petitioner by passing a speaking order.

Therefore, in view of the limited prayer made by learned counsel for the petitioner, respondent No.2 is directed to consider the representation dated 14.01.2026 (Annexure P-19) of the petitioner and pass a speaking order in the light of the judgment rendered by this Court in CWP-14773-2022 and connected case, titled as Vikram and others vs State of Haryana and others, decided on 24.04.2025 (Annexure P-8) and CWP-4436-2026, titled as Poonam and another vs State of Haryana and others, decided on 13.02.2026 (Annexure P-20), after affording an opportunity of hearing to the petitioner, within a period of 03 months from the date of receiving a certified copy of this order. Further, the decision taken thereof shall be conveyed to the petitioner.
Needless to say, if the petitioner is found entitled to the relief sought, the same shall be granted forthwith by respondent No.2. 5.
Disposed of, accordingly.
