Prayer made in the present petition is for conducting independent, fair, impartial and unbiased investigation in case-FIR No.304, dated 19.07.2021 registered under Section 346 IPC at Police Station Patran, District Patiala. 2.
Learned State counsel refers to para Nos.14, 16, 18 and 19 of the status report dated 26.01.2026, filed by way of an affidavit of Deputy Superintendent of Police, Sub Division Patran, District Patiala, which read thus: "14.
That the investigating team also questioned respectable local residents including Pradhan (Sarpanch) Rajesh Gupta, Jaspal Singh s/o Bakshish Singh, Gurpreet Singh s/o Lakhwinder Singh, Pargat Singh s/o Buta Singh Fauji, and Kundan Singh s/o Buta Singh, all residents of Sanjholi, regarding the whereabouts of Manjit Kaur. All of them stated that they had not seen Manjit Kaur in the village and had no knowledge about her disappearance. xxxxx xxxxx xxxxx 16.
That it is further submitted that the investigation team lead by ASI Kulwant Singh again visited village Sanjholi, UP, and based on the available evidence, all three accused persons namely Baljinder Singh @ Sunny s/o Kashmir Singh, Ranjit Kaur @ Rani w/o Kashmir Singh and DINESH 2026.01.30 16:28 I attest to the accuracy and integrity of this document
CRM-M-16622-2025(O&M) -- Sukhdeep Kaur w/o Baljinder Singh were arrested on 09.08.2025 at 19:05 hrs as recorded in General Diary No.029 dated 09.08.2025 at Police Station Patran. Since the offence under Section 346 IPC is bailable in nature, all three accused persons were released on bail after completing the necessary legal formalities. The information regarding their arrest was conveyed to Rajesh Gupta, President, village Sanjoli, on mobile number 97729-55464.

That the investigation in this case is still continuing to trace the missing woman Manjit Kaur and the police report shall be prepared after completing the investigation. 19.
That it is further submitted that during the course of review of investigation, it came to light that ASI Amrik Singh No.1798/PTL, who was entrusted with the investigation of this case from 01.05.2022 to 04.10.2024 (a period of approximately 2 years and 5 months), kept the case file inactive and made no substantial efforts towards resolving the case, thereby showing negligence in the discharge of his official duties. Based on the report of the Station House Officer, Police Station Patran, and as recommended by the Deputy Superintendent of Police, Patran, departmental proceedings have been initiated against ASI Amrik Singh No.1798/PTL for his negligent conduct and dereliction of duty which resulted in unnecessary delay in the investigation of this serious matter.
Therefore, the above-mentioned Status Report is submitted for the perusal of this Hon'ble Court."

On instructions from ASI Surinder Singh, Pairvayi Officer, Patiala, learned State counsel submits that the Deputy Superintendent of Police concerned, would supervise and make strenuous efforts to investigate the matter, in view of which, learned counsel for the petitioner does not press the petition at this stage.
