allegations have been levelled against respondent No.6 - Hariom, Sarpanch, Gram Panchayat Pota, however, the same are not supported by any material/evidence. The petitioner is seeking a roving enquiry into the affairs of the Gram Panchayat, without placing on record any material particulars or supporting documents to substantiate the allegations made therein. 5.

In "Ashok Kumar Pandey v. State of W.B." 2004(3) SCC 349, the Hon'ble Apex Court held that petition seeking to make a roving enquiry on speculative foundations and premises, cannot be entertained. 6.

In view of the above, the prayer of the petitioner seeking a direction to the official respondents to conduct a time bound inquiry against respondent No.6 is hereby rejected. However, liberty is granted to the petitioner to avail his other remedies before the competent department in accordance with law.

6.1 As far as the petitioner's prayer for release of the outstanding honorarium along with interest is concerned, the petitioner shall be at liberty to submit an appropriate representation to the concerned Panchayat authorities. It goes without saying that in the event such a representation is submitted, the same shall be considered on its own merits, in accordance with law.

Accordingly, the present writ petition stands dismissed with the aforesaid observations.
