0, case a direction is issued to respondents No.2 & 3 for time-bound consideration and decision of the representation of the petitioners by passing a speaking order. 4.
In view of the above, the present civil writ petition is disposed of with a direction to the petitioners to file a representation before respondents No.

Upon receipt of the said representation, the same shall be considered by the respondents in the light of the aforementioned judgments and a speaking order be passed, after affording an opportunity of hearing to the petitioners, within a further period of eight weeks from the date of receipt of such representation. Further, the decision taken thereof shall be conveyed to the petitioners. Needless to say, if the petitioners are found entitled to the relief sought, the same shall be granted forthwith by respondents No.2 & 3.
