Prayer in this writ petition filed under Article 226 of the Constitution of India, is for issuance of a writ in the nature of certiorari, for quashing/holding the impugned action of the respondent/PSPCL in reducing the basic pay of the petitioners working as Assistant Lineman from Rs.37,600/- to Rs.29,700/- by refixing the pay under the 7th Pay Commission, without passing any order in writing and without issuing any show cause notice/action oriented notice and without affording any opportunity of hearing as illegal, unlawful, arbitrary, unconstitutional and in gross violation of principles of natural justice. Further prayer has been made to direct the respondents to restore the basic pay of Rs.37,600/- with all admissible allowances and to stay the reduction of basic pay from Rs.37,600/- to Rs.29,700/- during the pendency of writ

petition. Another prayer has been made to direct the respondents to consider and decide the claim made out by the petitioners in legal notice dated 12.04.2025 (Annexure P-14) and grant liberty to file additional representation and in the event of acceptance of claim of the petitioners, release all the consequential benefits i.e. arrears of salary between the amount due and amount already paid along with interest @ 12% per annum.

Learned counsel for the petitioners submits that he would be satisfied if the instant writ petition of the petitioners is treated as a comprehensive representation and the same be decided by respondent No.1 by passing a speaking order in a time bound manner. 3.

Having heard learned counsel for the petitioners and after perusing the record of the case with his able assistance, the present petition is being decided in limine without issuing notice to the respondents in order to save judicial time of the Court and also the litigation costs of the respondents.

Therefore, in view of the limited prayer made by learned counsel for the petitioners, the respondent No.1 is directed to treat this writ petition as a comprehensive representation and consider the case of the petitioners and pass a speaking order in the light of the judgment rendered by this Court in CWP-7877-2024, titled as Amandeep Singh and others vs Punjab State Power Corporation Limited, decided on 17.09.2025 (Annexure P-19) as well as the judgment passed in CWP15896-2023, titled as Saurabh Sharma and others vs State of Punjab

and another, decided on 13.09.2024 (Annexure P-16) and LPA-29772024, titled as State of Punjab and another vs Dr. Saurabh Sharma and others, decided on 10.12.2024 (Annexure P-17), after affording an opportunity of hearing to the petitioners, within a period of 03 months from the date of receiving a certified copy of this order. Further, the decision taken thereof shall be conveyed to the petitioners. Needless to say, if the petitioners are found entitled to the relief sought, the same shall be granted forthwith by respondent No.1. 5.

Disposed of, accordingly.
