This is a petition filed under Section 438 Cr.P.C. seeking pre-arrest bail in a case registered against the petitioners vide FIR No. 261 dated 19.08.2015 under sections 420, 465, 468, 471 IPC at Police Station Tripri Patiala.

Learned counsel for the petitioner submits that petitioner has been falsely implicated. There is no substance in the allegations leveled against him.

Prayer has been opposed by learned State counsel. I have heard learned counsel for the parties. It appears that during investigation it was found that petitioner who was posted as purchase clerk in Punjab Jail Training School, Patiala indulged in malpractices while purchasing articles for the use in school. He had unfilled 'quotation forms' in his possession. After showing the bid as highest in the forms, he used to make the purchases. Investigating agency has apprehension that he has signed on behalf of DDO as well. A report was obtained AJAY KUMAR 2015.10.08 14:44 I attest to the accuracy and authenticity of this document

CRM M-33804 of 2015 from FSL regarding signatures available on the quotation forms and it was confirmed that petitioner has signed on the quotation forms. Under the circumstances, I am of the considered view that petitioner is not entitled to concession of pre-arrest bail. Dismissed.
