**** ANOOP CHITKARA, J. (ORAL) A perusal of the petition reveals that the aggrieved persons were not arraigned as respondents.

Given above, this Court would not be in a position to adjudicate the matter in the absence of aggrieved persons and as such, the present petition is defective. At this stage, counsel for the petitioner wants to withdraw the present petition with liberty to file fresh by arraigning the aggrieved persons as respondents. Given above, the present petition is disposed of having been withdrawn with aforesaid liberty.

It is clarified that the time for which the present petition was pending before the Court shall not be counted for the purpose of limitation. Furthermore, the Registry shall not raise objection in case the memo of parties does not correspond with the impugned orders.
