Learned State counsel refers to para 5 of the preliminary submissions of the reply dated 10.09.2008 filed by Director of Public Instructions (SE) Punjab, Chandigarh, wherein it has been stated that the petitioner was not considered eligible for the said post in the category, in which he applied, as he failed to prove that he had requisite experience as Instructor Army Education Corps Special, which was not rebutted by filing any counter thereto. 3.
