All these writ petitions are amenable for being decided through a common verdict on account of their seeking a common relief pertaining to the issuance of directions to the respondents to release the benefit of leave encashment to the petitioners by counting the entire service rendered by them on a daily wage/work-charged basis, followed by regularization, in view of the law laid down by this Court in CWP-19425-2017 (Sikander Singh vs. State of Punjab and others), decided on 10.02.2025, which has been upheld by a Division Bench of this Court in LPA-2136-2025, decided on 21.08.2025.

During the course of arguments, learned counsel for the petitioners fairly submits that, at this stage, the petitioners would be satisfied in case a direction is issued to the competent respondent to decide the legal notices, which have been appended as Annexure P-7 in all these writ petitions, within a stipulated time period.

Mr. Sahil R. Bakshi, A.A.G., Punjab, who is in receipt of advance copies of the writ petitions and represents the respondents, submits that there is no objection in case a direction is issued to the competent respondent to decide the legal notices (supra) within a stipulated time period.

In view of the aforesaid submissions, these writ petitions are disposed of at the threshold, without expressing any opinion on the merits thereof, with a direction to the competent respondent, amongst the respondents, to consider and take a final decision on legal notices (supra)
CWP-9190-2026 and connected cased within four weeks from the date of receipt of a certified copy of this order. 5.
Disposed of accordingly.
