Prayer in this writ petition filed under Article 226 of the Constitution of India, is for issuance of a writ in the nature of certiorari, for quashing the letter/order dated 14.01.2026 (Annexure P-21). Further a writ of mandamus has been sought, directing the respondents to release the retiral benefits i.e. Pension, Death-cum-Retiral Gratuity (DCRG), Leave Encashment, Medical Allowance, etc. to the petitioner with interest within a specific time period after extending him the benefits of 1st and 2nd ACPs in light of the order dated 26.02.2026 (Annexure P-22) passed by this Court.

CWP-9499-2026 comprehensive representation and the same be decided by respondents No.2 and 3 by passing a speaking order in a time bound manner. 3.

Learned counsel for the respondents, appearing on advance notice, submits that he has no objection, in case a direction is issued to respondents No.2 and 3 for time-bound consideration and decision thereof by passing a speaking order.

Therefore, in view of the limited prayer made by learned counsel for the petitioner, the respondents No.2 and 3 are directed to treat this writ petition as a comprehensive representation and consider the case of the petitioner in the light of the judgment rendered by this Court in CWP-2683-2023, titled as Vinod Kumar vs Haryana State Agriculture Marketing Board and others, decided on 26.02.2026 and pass a speaking order, after affording an opportunity of hearing to the petitioner, within a period of 02 months from the date of receiving a certified copy of this order. Further, the decision taken thereof shall be conveyed to the petitioner. Needless to say, if the petitioner is found entitled to the relief sought, the same shall be granted forthwith by respondents No.2 and 3.
