In the present petition, the grievance being raised by the petitioner is that he had studied in the Punjab University, Chandigarh (hereinafter referred to 'University') under the Post Matric Scholarship Scheme and completed the academic course of Bachelor of Engineering (Mechanical Engineering) and as the petitioner belongs to the reserve category, he was entitled for free academic study under the Post Matric Scholarship Scheme.

Learned counsel for the petitioner submits that upto the session 2019-20, the fees of the students studying under the benefit provided in Post Matric Scholarship Scheme was required to be paid by State Government to the respondent-University directly and after the session 2020-21 on-wards, the students studying under the Post Matric Scholarship Scheme themselves were required to deposit the fees with the University as the said fees was to be refunded by the Government to the students directly which was to be deposited with the respondent-University.

Learned counsel for the petitioner submits that for the period when the payment was to be deposited by the students directly with the University, the petitioner had already deposited her fee with the respondentUniversity for the said period and the only dispute remains with regard to the period when the fees was to be deposited by the State Government with the respondent-University, but the testimonials of the petitioner have been withheld by the university only on account of non-payment of by the Government to the University and the petitioner is being made to deposit the fees for the said period, which fee was to be given by the Government directly to the Punjab University.

Learned counsel appearing on behalf of the respondents-Punjab University submits that in case, the petitioner submits the receipt of the deposit of the fees with the respondent-University for the period when the students were required to deposit the fees with the respondent-University directly, an appropriate decision will be taken by the authorities concerned so as to release the testimonials of the petitioner which are to be released to the petitioner on the completion of his academic course. 7.

Keeping in view the above factual position, the respondentsUniversity are directed that in case, the petitioner submits the receipt of payment of fees for the period when the students were required to deposit the said fees with the University and not the Government, the respondentUniversity will analyse the said receipt and if it is found that the petitioner has performed his duty of depositing the fees when the students were required to deposit the fees with the University under Post Matric

-3Scholarship Scheme, the testimonials of academic course of the petitioner, in case, withheld by the University, will be released within the period of seven days.
