The learned counsel representing the petitioner submits that the impugned order transferring the petitioner from the Panchayat Samiti, Patran to the Panchayat Samiti, Raikot, is in violation of the transfer policy dated 23.04.2018.

This Court has considered the submissions of the learned counsel representing the petitioner. By now, it is a well settled law that the transfer policy issued by the State is in the nature of guidelines and is not enforceable through a writ Court unless a special case is made out. Mere alleged infringement of the policy is not a ground to issue the writ. 3.

Keeping in view the aforesaid facts, no ground is made out to issue the writ. Hence, the present writ petition is dismissed. (Anil Kshetarpal) Judge April 24, 2023 "DK"
